Board hears capital project timeline, phase plans and athletic-field discussion; energy project near completion

Facilities committee members told the board that major capital work is progressing and that several project phases will move forward in 2025 and 2026. Committee notes described four phases: Phase 1 construction meetings underway with major work at Bailey and Edson scheduled to begin in June; Phase 2 technical comments from the State Education Department were released and Phase 2a drawings will be submitted this week (Bailey kitchen work is expected to start in 2027); Phase 3 design development is ongoing for George Washington and Chambers, with construction documents due to be submitted to SED in spring; and Phase 4 planning for Graves, Meyer and JFK is continuing with SED submissions targeted for late 2025.
The committee reported the district's energy performance contract is essentially complete and will undergo an annual verification review; smart-schools camera and alarm change-order work continues in multiple buildings. Crosby boilers were moved into a later phase due to their poor condition, and the district is servicing them to keep them online. Committee members discussed a district-owned track and synthetic-turf options, multiuse-field upgrades and drainage work at Birkfield, and asked architects to work with SED to determine aid eligibility for proposed features.
Trustees were reminded that if the board wants to place a bond proposal on the May ballot, the board must make key decisions about cost and specifications by the March timeline the committee discussed. The facilities update included a note that geothermal for Chambers was not part of the original capital project and that, without NYSERDA funding, architects advised against adding it now.
Committee members also noted the athletic-master-plan consultant fee was $30,000 and that the district is inventorying its vehicle fleet and preparing a replacement schedule. Committee chairs scheduled follow-up on the capital timeline and aid-eligibility questions.
No formal vote to authorize borrowing or bond issuance occurred at the meeting; the committee update was informational and requested further architect and SED coordination.
