Interim City Manager Bill Gallardo used the March 5 council meeting to outline his near‑term priorities and to highlight several grants and projects.
Gallardo, who said he had been on the job eight days, told the council he received direction on a list of items and identified three top priorities: the city budget and an audit/midyear budget update scheduled for March 19; advancing the navigation center project; and completing an organizational assessment before his assignment ends.
Gallardo also announced the city received a $2,900,000 competitive grant from Caltrans to construct raised street medians on East Street between Fairway Drive and Tenth Street, a stretch he said covered approximately 3.5 miles and was selected to improve vehicle and pedestrian safety. Gallardo cited accident history on East Street between March 2019 and March 2024: "this segment on East Street had 10 accidents and 2 fatalities," he said during his presentation.
Other items Gallardo highlighted included a library reading partnership with In‑N‑Out (a program through April 12 offering a free burger certificate for participating readers), the renaming of the Del Rosa Post Office in honor of Dr. Margaret Hill, and a groundbreaking scheduled for the Sekumbi Lake project with the lake closed about one year for overhaul and a groundbreaking on March 13 at 10 a.m.
Gallardo also reported continuing outreach with local stakeholders including Cal State San Bernardino and the San Bernardino City Schools and said the council and community can provide input on desired qualifications for a permanent city manager through an online survey in English and Spanish, linked on the city's website.
Council members thanked Gallardo for responsiveness and staff for providing requested information in advance of the meeting. No formal council action was taken on these informational items at the March 5 meeting.
