Policy committee streamlines food-service rules, assigns food authority role and advances wellness rules to full board

The Beloit School District Policy Committee on Wednesday approved edits to food-service policy language, specified the district’s school food authority, and voted to advance several policies and rules to the full board for first reading.

The committee approved moving Policy 7.60 (Food Service Programs) as revised and retiring Policy 7.60 Rule 1 (Food Service Program Guidelines); it also approved Policy 7.60 Rule 2 (Student Nutrition Guidelines) and Policy 7.61 (Wellness) for first reading by the full board. Committee members asked administration to streamline content so program details appear under the policy framework and nondiscrimination language appear under a clear header.

During discussion, the committee clarified that the school food authority for the Beloit School District will be identified as the director of food and nutrition (or designee). Don, identified in the meeting as the director of food and nutrition, discussed responsibilities and noted that Chartwells is the district’s current food-service management company but that the contract name need not be embedded in policy in case providers change.

Board member Amy Levy proposed moving certain guideline text from a rule into the main policy and suggested adding a brief sentence explaining that the school food authority for the district is the director of food and nutrition. "The responsibilities of the school food authority for the school district of Beloit is the director of food and nutrition," Levy said in proposing the wording change.

Committee members also debated specifics of the water-bottle and nutrition language. Levy recommended replacing a directive that water bottles “must be clear and have secure caps” with a simpler statement that students will follow classroom rules regarding water-bottle use. District staff said the clear-bottle language was included after incidents where non-water contents caused concern, but administrators acknowledged the rule was not consistently enforced and recommended removal for practicality. The committee settled on language encouraging increased water consumption and directing students to follow classroom rules on bottle use.

The committee also discussed the layout and numbering of policy subsections for clarity and agreed to formatting changes so responsibilities and duties read more intuitively.

All food-service items were approved by the committee and will be considered by the full board for a first reading.
