The plan is intended as a guiding, non‑prescriptive document; staff said they expect to accomplish a majority of listed objectives but acknowledged that unanticipated events could change priorities.
The council approved the resolution by roll call vote. Staff said copies will be printed, the plan posted online, and dashboard reporting will follow to show progress against objectives.
