"We finished all the utility work, and we're ready to move forward with the actual road widening part," McNoyne said, describing bid results and an anticipated funding gap caused by inflation and right-of-way acquisition costs.
Staff reported they solicited bids on Feb. 6 and received five bids; the low responsive bid was from Staker Parsons for $1,413,647.50. McNoyne said staff had requested $718,385 in grant funding from a regional committee and that the city would be asked to match $179,597 if the grant is executed. McNoyne told the council he had received a verbal committee recommendation in favor of the city's grant request but asked the council to limit action to awarding the construction contract and to await finalized grant amendment language for council approval.
Council members moved and seconded a motion to award the construction contract and then conducted a roll-call vote. Council members recorded on the roll call as voting "aye" were Saunders, Cole, Dixon and Schwab; the mayor announced the motion carried.
The contract award authorizes the city to proceed with hiring Staker Parsons for construction. Staff said the amended grant agreement will be brought back to the council for review and formal approval when the written contract language is available.
The council did not take the grant-amendment approval tonight; staff will return with the amendment for a future vote when the city attorney and the regional grant administrator have provided the final documents.
