Middleton City Council members on March 5 approved several agenda items during a meeting at City Hall, including a contract amendment to add shade sails and poles to a planned accessibility playground, authorization to purchase a detective vehicle, repair work on a police Tahoe and a special-event permit for a color dash to raise autism awareness.
The council voted to: (1) authorize the mayor to amend an existing contract with Garrett Parks and Play to include the purchase and installation of shade sails and poles for the accessibility playground (amount not to exceed $89,072.06); (2) authorize purchase of a detective vehicle in an amount not to exceed $34,000; (3) approve repairs to a 2016 Chevrolet Tahoe up to $10,267.60; (4) approve the Greater Middleton Parks and Recreation special-event permit for the Middleton Color Dash for autism awareness on April 26, 2025, and waive associated city fees; and (5) approve the consent agenda, which included minutes, payroll and accounts payable and ratification of an FCO for the comprehensive plan update. A separate agenda item on youth council nominations was tabled to the next meeting.
Council members moved and seconded the listed motions as part of the regular meeting process; each motion carried with the meeting record showing the assembly voice vote (aye) and the chair stating “motion carries.” The meeting transcript does not name individual vote tallies or movers for each motion in the public record.
Several votes involved items that council members said were already budgeted and thus appropriate for streamlined authorization under the staff’s proposed purchasing-policy changes. For example, the detective vehicle and the Tahoe repair were described by staff as budgeted or as part of routine fleet maintenance; the playground amendment draws on impact-fee funds earmarked for parks.
Details on individual items from the meeting record:
- Accessibility playground contract amendment: Approved. Staff described three options (full shade sails and poles, poles-only that could accept sails later, and ornamental poles). Council authorized the full shade-sail option in an amount not to exceed $89,072.06 so installation could proceed on a timeline to coincide with a May playground opening.
- Detective vehicle purchase: Approved, not to exceed $34,000. The police chief explained the figure covered the vehicle and modest equipment; the department plans to outfit the detective vehicle with portable radio equipment and a light bar within the approved amount.
- Tahoe repairs: Approved, not to exceed $10,267.60. Staff recommended repairing the department’s 2016 Tahoe rather than replacing it after supplier and shop assessments.
- Middleton Color Dash for autism awareness (April 26): Approved; city fees waived. The event organizer requested a temporary closure of Cornell Street from Duncan Avenue to the boardwalk from 11 a.m. to roughly 12–12:30 p.m. to allow safe crossing for participants. Organizers said color stations would be confined to Foote Park to reduce cleanup at other sites.
- Consent agenda: Approved. Items included minutes from the Feb. 19 meeting, ratified payroll through Feb. 21, approval of accounts payable through Feb. 21 and final certification orders related to the comprehensive plan update.
- Youth council nominations: Tabled to the next meeting so council members could review nomination letters that some members said were not received prior to the meeting.
Council members and staff said they will provide supporting cost breakdowns and receipts where discussed (for example, costs associated with officers’ travel to retrieve the new canine) and will follow up with written details as requested during the meeting.
