Resident raises dark‑sky concerns after city replaces bright street lights

Judy Johnston, who identified herself in the public‑forum portion of the meeting as a resident of 1501 South Cholla, told the council she and neighbors had contacted the city after crews replaced lights and that the new fixtures are so bright that “if you wake up at 03:00 in the morning, you think the sun is already up.” Johnston said the brightness affects bedrooms near the mailbox cluster and that several neighbors planned to attend the meeting to express concern.
Council members asked how long the lights had been in place; Johnston said roughly six months and that residents had already contacted the city office. City staff confirmed the replaced fixtures are city‑owned — not Rocky Mountain Power — and said the city is measuring lumen and color‑temperature levels. Staff described options including manufacturer shielding and reducing output (dimming) and said they would “look at it” and follow up with the resident.
