Planning commission recommends rezoning of 8145 S. Pine Creek Lane to smaller lot standard

The Cottonwood Heights City Planning Commission on March 5, 2025, voted to recommend approval of zoning map amendment ZMA-25-001 to the City Council, a request to rezone 8145 South Pine Creek Lane from RR 1.43 to RR 1.21.
The change would alter the minimum lot-size standard for the property from roughly a one-acre requirement to roughly a one-half-acre requirement. Staff summarized the request as the first rezoning application of the year and recommended approval, saying the surrounding neighborhood context was similar to the proposed designation. "We recommend approval. Seems to be fairly straightforward," planning staff member Ian said during the meeting.
Applicant Diane Child, who said she moved to the property with her family in 1977, told the commission she intends to remain in the existing house and sell the front half of the parcel. "I would like to sell the front half of it," Child said, adding that the property has a long driveway that she and city and emergency personnel had reviewed. She said a fire engine and ambulance can access the driveway.
Commissioners did not request additional public comment on the item on March 5. The commission then moved to recommend approval: "I move to recommend approval of project ZMA-25-001 to the city council," said Commissioner Shelton, who made the motion, and Commissioner Simon seconded.
On a roll call, Commissioners Paulson, Shelton, Mills, Smith, Barnes and Simon voted yes. Commissioner Anderson recorded an abstention. The motion carried, and the commission's action is a recommendation to the City Council; final rezoning authority rests with the council.
If the rezoning is approved by the City Council, any subsequent subdivision application will be reviewed for technical standards, including turnaround and emergency access, as part of the platting process. The staff presentation and the commission record note that a Unified Fire representative attended an earlier pre-application meeting and that fire and access standards will be evaluated during subdivision review.
The rezoning request was submitted under project number ZMA-25-001 and will be scheduled for a City Council hearing if the council accepts the commission's recommendation.
