HCDA staff outlines budget request, bills of interest and January financial highlights

HCDA staff provided the authority an update March 5 on the agency’s state budget request, pending bills the agency is tracking, and January 2025 financial highlights.
Francine Murray, HCDA community outreach officer, said the agency’s biennial budget request to the Legislature (HB 300 in the legislative reference used during the meeting) seeks $4,000,000 for operating expenses for the next two years and continues requests for capital improvement project (CFP) funding for phase 2 of several HCDA projects. Murray said the executive director was at a legislative hearing supporting HCDA’s budget request.
Murray identified several bills HCDA is tracking: an administrative bill (recorded as HB 1007) that is advancing, HB 534 (an ACDA-related bill to develop residential housing in Kaka'ako Makai) which was deferred by the committees indicated in the meeting record and will not advance this session, and HB 818, which would establish a Waiakea Community Development District under HCDA; Murray said HB 818 advanced but was amended so it no longer proposes to transfer lands from the milling authority to HCDA. Murray also said staff are tracking historic-preservation and permitting bills intended to expedite approvals, and HCDA staff and Director Tam have been drafting testimony on those measures.
Murray noted HCDA is also tracking governor’s messages (GMs) for board confirmations; three GMs for HCDA nominees have hearings scheduled this week with the Water and Land Committee, and staff submitted testimony in support of those GMs.
On finance, Ryan Tam reported the net change in HCDA’s special fund balance for January 2025 was $549,136 and that the special fund balance available as of Jan. 31, 2025 was $52,046,778. Tam said there was no other significant activity to report for January and invited members to raise questions.
A member made a clarification about committee scheduling and bill numbering for one GM; staff noted the full agenda packet posted on the HCDA website contains links to the measures and hearing schedules.
There was no public testimony on the legislative update or the finance report.
