HCDA establishes permitted interaction group to conduct executive director review and set multi-year goals

The Hawaii Community Development Authority voted March 5 to establish a permitted interaction group to conduct Executive Director Craig Nakamoto’s annual performance review and to develop the director’s 1-, 3- and 5-year goals and related strategic-plan amendments, the board said.
Board Chair Sterling Higa said members from each of HCDA’s four district subboards should be included in the group, and the board approved formation of the permitted interaction group 14-0 with two members excused.
HCDA staff presented a proposed timeline for the permitted interaction group (PIG). Ryan Tam, HCDA Director of Planning and Development, told the authority the group could meet between March and May, report back at the May general meeting, and the board could consider adopting the PIG’s recommendations at the June or July meetings. Tam also said the authority’s employment agreement requires an annual performance evaluation based on goals established by the board.
During the discussion the chair recommended at least one representative from each subboard (Kaka'ako, Kailailoa, He'eia and the fourth district named during the meeting). Several board members volunteered to serve. The motion as moved and seconded (recorded in the meeting transcript) specified membership including Member Yamasaki, Member Sakoda, Member Leong (recorded as Leon/Leong in the transcript), Member Gortner and Chair Higa.
A roll-call vote was taken. Members recorded as voting yes in the transcript were: Member Kabibi; Member Leong (recorded in the roll call as "Member Leon"); Chair Sterling Higa; Vice Chair Ishii; Secretary Litstone; Member Miranda Johnson; Member Evans; Member Streitz; Member Yamashita; Member Tsuji; Member Chino; Member Sakoda; Member Gordner; and Member Yamasaki. Two members—Member Anderson and one additional member recorded as excused in the roll call—were noted as excused. The motion passed 14 yes, 0 no, 0 abstain and 2 excused.
The board’s action establishes the PIG under the statute cited during the meeting and directs that the group develop the executive-director evaluation and recommended goals for the board’s consideration.
The authority recorded no public testimony on the item. The board’s staff report and the motion language are included in HCDA meeting materials posted with the March 5 agenda.
Planned next steps, as described during the meeting, are that the PIG meet in the March–May window, hold at least one public meeting as required by the statute, report back to the general authority in May, and return to the full board for possible adoption of the recommended goals in June or July.
