IHPC approves three expedited COAs and one zoning item; one commissioner recuses on a case

The Indianapolis Historic Preservation Commission on March 5 approved three expedited Certificate of Appropriateness (COA) applications and one zoning item after staff presented the items as eligible for expedited consideration.
The commission approved the following as presented by staff:
- 2024 COA 436 — 905 Broadway Street (Chattermarch / Melissa Iannucci): Demolition of an existing garage, construction of a new carriage house and installation of fencing. Commissioner Susan Williams recused herself from the 905 Broadway vote.
- 2025 COA 016 and 2025 ZON 008 — 81 Irving Court (Irvington; applicant Reverend Jonathan Reinink): COA and a zoning application to rezone a portion of the property from SU1 to D5. Both the COA and the zoning request were approved in the expedited process.
- 2025 COA 020 — 2132 North Talbot Street (Heron Morton Place; Melissa Iannucci): Construction of a single-family residence and detached garage; approved as presented.
Staff asked the commission to take separate votes where required (COA vote(s) and zoning vote). Commissioners voted by voice; the chair called for ayes and there were no recorded oppositions for the expedited items. For 905 Broadway, Williams announced a recusal before the vote and did not participate.
Speakers and staff on these items included Administrator Meg Boshard and applicants Melissa Iannucci and Reverend Jonathan Reinink. The commission handled the items in an expedited block and the chair called for a single motion to approve the COAs as presented; a separate motion and vote approved the zoning item (2025 ZON 008).
Formal actions recorded for the expedited block were approvals as presented by staff; the record shows voice votes with commissioners indicating "aye." Susan Williams announced a recusal on COA 436 (905 Broadway) prior to the vote.
