Council approves Southgate/360 corridor comprehensive‑plan and thoroughfare amendments tied to Provident Realty agreement

The City Council approved amendments to the City’s 2018 Comprehensive Plan and the master thoroughfare plan for the Southgate/360 corridor to align map designations with a conceptual land plan approved under a developer agreement with Provident Realty.

Fred Huntsman, transportation planner, told council staff worked with a third‑party traffic modeler to forecast travel demand based on the conceptual land plan. The study modeled a 10‑year buildout for the area southwest of U.S. 287 and north of U.S. 67, including newly annexed and extraterritorial areas. Staff said the model did not include several major regional projects — the South State Highway 360 extension, U.S. 287 frontage-road projects, or FM 157 widening — but noted the internal thoroughfare network would meet capacity and level‑of‑service requirements at buildout as modeled.

Staff emphasized the amendments were intended to “right‑size” alignments to the conceptual land plan and to eliminate mapping discrepancies that could complicate future development. The item received Planning and Zoning Commission and Development Review Committee approval and was moved by council to adopt CPA‑2501002 (as listed in the agenda). The motion to approve was seconded by a council member with ties to the affected district and the council voted to adopt the amendment.

Why it matters: Updating the thoroughfare plan affects future right‑of‑way needs, developer obligations and infrastructure planning in a growth corridor. Staff cautioned that several significant regionally planned projects remain outside the model and will affect final design and cost allocation for major corridors.
