City staff outlines comprehensive-plan update tied to resilience and economic development

Tim Teashens, director of development services, told the Industrial Development Corporation on March 4 that the city is beginning a two-year update to its comprehensive plan with funding expected through the Texas General Land Office under a HUD Resilient Communities program.
The update will emphasize resilience — including natural-resource and environmental risk considerations — coordinated infrastructure investment and how economic-development initiatives align with future land-use and capital improvements. Teashens said the comprehensive-plan contract and consultant selection will be advanced by an RFP that staff expects to bring to council in March, with funding and contractual approval anticipated around June as the GLO executes its grant contracts.
Why it matters: the plan update will re-evaluate priorities, incorporate resilience strategies that were not included to the same degree in the city’s 2011 update, and help define implementation items such as infrastructure prioritization, beach nourishment and economic development incentives.
Plan elements and outreach: Teashens said the update will cover nine plan elements, including economic development, natural resources and infrastructure. Staff will circulate background materials to directors and seek input; steering and stakeholder committees, including a chamber representative, are expected to participate in the process.
Staff noted that many projects recommended in the 2018 economic-development plan are already underway and that the comprehensive-plan update will help set the next round of priorities and implementation steps. Directors asked staff to provide the plan materials and confirmed they will engage in the public process.
