The commission reviewed planned facade changes and a rear addition at 1412 Preston Avenue, a property that contributes to the Old West Austin National Register District. Staff reported the property has an active code violation for work without a permit and that a stop‑work order was issued after windows were removed.
Susie Gibson, the project architect, told the commission that an express interior exploratory demolition permit was pulled in December and that a subcontractor removed exterior elements in error. Gibson said the team stopped work immediately, obtained a demo permit January 29 and is committed to following historic design standards. "We are not demolishing the structure. We're planning to adapt for modern livability while maintaining its character," she said.
Code staff Carissa Travis clarified the permit situation: an express interior non‑structural exploratory demo permit had been issued that did not authorize exterior alteration. Commissioners asked for clearer plans, details about the removed steel‑casement windows and additional information on proposed porch and garage changes.
Commissioner Jaime Alvarez moved to reopen the public hearing and postpone the item so the applicant and ARC can review outstanding questions; Commissioner Harmony Grogan seconded. The motion to postpone to the April meeting and refer the item to ARC passed unanimously (6–0). Staff and commissioners requested additional documentation on existing windows, flashing and design details prior to ARC review.
The commission closed the hearing and scheduled the item for its April meeting with ARC review and requested materials to be provided in advance.
