Daggett County officials opened sealed bids March 4 for fabrication and installation of nine county welcome signs, receiving two timely proposals from Reed Machine and Fab and from a company identified as Altering Substances.
At a public bid opening during the Daggett County Commission meeting, a county representative identified a Reed Machine and Fab submission listing an apparent per-sign rate of $6,125 for a total of $55,125 for nine signs and noting three money orders accompanying the bid that totaled $2,756.25. A second submission, from Altering Substances, included renderings for two design options, a certificate of liability insurance, two money orders totaling $1,747, and a single contract price of $34,931.18 for nine signs.
The bidding documents for both firms included renderings and dimensions as required by the county's request for proposals. Altering Substances presented two design options (option A and option B) and a company representative, Justin Von Eberstein, told the commission that "between the two designs from a fabrication and labor standpoint is minimal, so the cost is the same." County staff confirmed the cost to the county would be the same regardless of the chosen design option.
County staff said bid materials will be scanned and provided to a virtual participant for review, and the engineer will compare the submissions. Brett Reynolds, a virtual participant in the meeting, confirmed he heard that the cost would be the same for Altering Substances' two design options. County staff said they will agendize the award for the earliest possible commission meeting — likely the next week — after staff and the county engineer complete their review.
Commission staff and bidders clarified bid-security materials during the opening. Commissioners and county staff noted that the RFP required a bid security amount equal to 5% of the total project cost; staff confirmed the money orders and any other required bonding paperwork were present in the submitted folders for the two bidders and that one bidder submitted a check in lieu of money orders in the folder. The commission did not vote to award the contract during the March 4 meeting.
County attendees at the opening included county staff and the two company delegations: Reed Machine and Fab (Casey Olson listed on that submission) and Altering Substances (represented by Steve Gregerson and Justin Von Eberstein). Staff members present included Lorinda Isaacson (county clerk), Jesse Platt, Jordan Hewitt, Peggy White and others who will assist with the bid review and the subsequent agenda item.
No formal award or vote was taken on March 4. County staff said they will scan the bid materials, confirm the presence of required bonds and insurance, and bring a recommendation to a future commission meeting for official award.
