Staff reported the parcel contains a lot created through the county that does not meet the RA‑2 two‑acre minimum for lot size. Staff said rezoning the parcel to RA‑1 would bring it into conformity with city lot size standards (RA‑1 has a one‑acre minimum for lots) and that the parcel’s general plan land use designation is “estate,” which supports RA‑1 zoning. Staff recommended the commission forward a recommendation of approval to the City Council.
No members of the public spoke during the public hearing. Commissioners had few questions; staff explained the lot creation history and that rezoning would clean up the recorded lot status and allow lawful future subdivision or building permitting consistent with city standards. Commissioner Tupou moved to recommend approval subject to the findings and conditions in the staff report; Commissioner Davis seconded. The motion passed unanimously (Tupou: Aye; Mitchell: Aye; Davis: Aye; Bullock: Aye). The commission’s recommendation of approval will be transmitted to City Council.
