YUBA CITY — The City Council approved two employment actions to fill interim leadership roles: Gina Roland was appointed interim director of Human Resources and Robert Bindorf was appointed interim city manager.
City Manager Diana Langley summarized Roland’s experience and CalPERS limitations, saying, “Gina has over 30 years of human resources experience” and noting that as a CalPERS annuitant she is limited to the salary on the posted schedule. Roland told the council she began her career with the city 31 years ago and described experience leading payroll, benefits, recruitment, classification and labor relations in Yolo and Sutter counties. Councilmembers noted Roland’s start date will be Monday, March 10.
The council then considered the interim city manager appointment. Langley explained the proposed hourly rate of $106.01, which aligns with the current city manager’s hourly rate and carries no additional benefits. Vice Mayor Boomgaarden and other councilmembers praised Bindorf’s regional experience and local ties. Bindorf commented that he appreciates the opportunity to serve and referred to his earlier service with the Sutter County Sheriff’s Office and local experience.
Both employment agreements were adopted by council vote without public comment and carried unanimously.
