Chesterfield County Council approves floodplain update, industrial park water work, opioid planning funds LOI, grant pass-through and surplus property

At its March regular meeting, the Chesterfield County Council voted on several staff-recommended items and routine measures.

Floodplain management ordinance update: Council opened a public hearing and approved a required five‑year Floodplain Management Ordinance Amendment. Council members noted the Department of Natural Resources had reviewed the update; the measure passed by voice vote after a motion by Councilman Curtis and a second.

Leeches River Industrial Park, Phase 3 water: Staff asked council to authorize use of under-budget money from Phase 2 plus other economic development funds to complete Phase 3 water work at the Leeches River Industrial Park, which would finish water service to existing park roads and lots. Council granted authorization on a motion by Councilman Ford, seconded by Councilman Smallwood. Staff said this would rely on leftover project funds and economic development monies, not new taxpayer dollars.

Opioid recovery fund letter of intent: Council approved submission of a letter of intent to access up to $25,000 from the opioid recovery fund to develop a comprehensive opioid mitigation plan (prevention, treatment, training and communications). The county’s participation as a political subdivision was described as no cost to the county; a motion to approve was moved and seconded and passed.

RIA grant application pass-through (Alligator Water): Council approved serving as pass-through for Alligator Water’s intent to apply for a $1,500,000 RIA grant for a new well; the presenter said the applicant’s local match would be $319,981. Council approved the application on staff recommendation; no direct county cost was anticipated.

Surplus property declaration: Council declared a list of computers, vehicles and other items surplus to be sold, with proceeds to go back into the county’s capital equipment fund. The council approved the surplus declaration on staff motion.

Administrative and routine actions: The council approved minutes from the February regular meeting and heard reports from committees. No ordinances requiring further readings were adopted at this meeting beyond the floodplain amendment approved in the public hearing.

Each of the above items passed by voice vote; no roll-call tallies were recorded in the public transcript for these motions. Council instructed staff to proceed with the steps described in each agenda item and to report back as appropriate.
