Marin County names Department of Finance Department of the Quarter; staff outline core functions

The Marin County Board of Supervisors on March 4 recognized the Department of Finance as the county’s Department of the Quarter and heard a presentation summarizing the department’s responsibilities and recent accomplishments.
Director Nina Martinovich introduced division chiefs who described the department’s five statutory roles as auditor, controller, treasurer, tax collector and public administrator. Division chiefs outlined work in accounting and payroll, budget and fiscal administrative services, treasury and accounts payable, property tax and collections, the public administrator’s office, and the audit division.
Among figures presented: accounting staff process roughly 19,000 financial transactions annually, manage more than 3,000 capital assets valued at over $2.1 billion, and handle about 60,000 payroll checks covering multiple bargaining units. The county investment pool reported a portfolio value of roughly $2.7 billion; staff cited adherence to California Government Code sections 53601 and 53635 and oversight including quarterly external audits and a treasury oversight committee.
Speakers praised the department’s work on COVID‑19 reimbursement claims (staff recouped $25.5 million of about $28 million submitted) and the issuance of the county’s first Popular Annual Financial Report. The public commented in support; Roland Katz of the Association of Public Employees thanked finance staff for their service.
Ending: Supervisors presented a certificate and invited the finance team forward for photographs; board members thanked staff for their work and highlighted the department’s role in county operations.
