The vote package included: the sole‑source waiver and three‑year licensing agreement with ExcelSoft Partners LLC for the web‑based REVA enrollment and appointment system (total not to exceed $48,312); a new, multi‑year grant with Homebridge for contract‑mode caregiving (new award: $144,000,000; total with contingency not to exceed $158,400,000); a short‑term modification to that Homebridge grant to cover increased demand through June 30, 2025 (additional $2,419,719; revised total for the agreement $144,684,989 as presented); a modification to the food bank’s home‑delivered grocery grant for March–June 2025 (additional $116,213; revised total not to exceed $4,884,691); and a new four‑year food assistance grant with the San Francisco Marin Food Bank (award $11,458,225; total with contingency not to exceed $12,604,048).
All motions were moved, seconded and approved by roll call with five Yes votes: President Janet Y. Spears, Vice President Nelson Lum, Commissioner Martha Knudson, Commissioner Wanda Jeong and Commissioner Linda Parker Pennington.
Shannon Morgan, IHSS program director, told the commission REVA has been the IHSS enrollment platform since 2012 and now allows providers to complete forms, view mandated orientation videos and schedule in‑person appointments online, reducing paperwork and in‑person processing. Morgan said the IHSS program is enrolling about 500 new providers per month and that REVA supports quicker provider onboarding so recipients receive care sooner.
