Lake County approved a grant application to the state's Natural Disaster Mitigation Enterprise, seeking $455,000 to develop a stormwater drainage master plan and mitigation for areas with chronic flooding, notably the West Park subdivision.
Why this matters: The grant is funded by an industry-backed enterprise (insurer fees) and is intended for mitigation of natural-disaster risks. County and city staff said West Park has a history of drainage and flooding problems that affect properties and the school area. The planning work is designed to develop projects to address flooding, reduce long-term risk and position the county and city to apply for additional funding for construction.
Lauren Snyder presented the item on behalf of the county and said the project would produce a stormwater master plan with recommended mitigation measures; initial work is planning and design, after which the county would pursue funding for on-the-ground infrastructure improvements. The county is partnering with the City of Leadville on the application.
Action taken: The BOCC approved the grant application unanimously. Commissioners described the opportunity as low-risk because the funding comes from an enterprise fund (insurance-fee-supported) and said pursuing a plan now will help the county pursue construction funds later.
Ending note: County staff said they will coordinate plan development with neighborhood stakeholders and the city, then return to the BOCC as projects are scoped for construction funding.
