Commissioners approve consent items, TAC renewal and a suite of county contracts and purchases

Navasota, Texas — Grimes County commissioners approved a slate of routine and project-related items at their March 5 meeting, including consent agenda items, an annual renewal with the Texas Association of Counties, acceptance of donated equipment for the fairgrounds, authorization to solicit bids for asphalt, and approval of an engineering services agreement for a CDBG project.
On the consent agenda (agenda item 6 a–e), the court approved a resolution and policies for a federally funded Texas Community Development Block Grant (contract CDV23-O382, related to a bridge replacement project), approved the Independence Meadows plat in Precinct 1, authorized the treasurer’s list of claims and bills, approved payroll, and accepted two budget adjustments. The motion to approve consent agenda items 6a–6e was made by Commissioner Philip Cox and seconded by Commissioner Michael Rasca; court minutes report the motion carried after an "all in favor" voice vote.
The court approved the county’s annual renewal contract with the Texas Association of Counties (TAC) for 2025; Talitha Coleman, Grimes County human resources director, described the renewal as a standard, no-cost extension done through TAC’s portal provided the county meets deadlines. Commissioner Chad Mallett moved to approve the TAC renewal contract for 2025, seconded by Commissioner David Tullis; the court approved the motion.
Facilities and equipment approvals: Rodney Floyd, director of facilities, reported ongoing annex construction and requested approval for an emergency call-out related to Fairgrounds work on March 1; the court approved the emergency call-out on a motion by Commissioner Chad Mallett, seconded by Commissioner Philip Cox. The court also accepted a donation of four heavy-duty aluminum freezer racks to the Grimes County Expo and Fairgrounds from Friends of Grimes County; the motion to accept the donation was made by Commissioner Philip Cox and seconded by Commissioner Michael Rasca.
Roads and engineering: County Engineer John Stiber reported on routine road and drainage work and on a CDBG design project on County Road 409 at Spring Creek. The court authorized Road & Bridge to go out for bids for asphalt and emulsion materials for county projects (agenda item 17); the motion was made by Commissioner Chad Mallett, seconded by Commissioner David Tullis, and was approved. The court also approved an engineering services agreement with Goodwin Lassiter Strong for a TDA/CDBG project (agenda item 18); Commissioner Philip Cox moved to approve the agreement, seconded by Commissioner Michael Rasca.
