Council member Timothy Kelly made the motion and Mayor Pro Tem J. Jagalvan seconded; the motion passed on a voice vote with no opposition noted.
Staff did not identify specific development proposals beyond the expectation that each lot would accommodate a single-family home; Mancha did not provide the block number but located the property on North Palm. No appeals or public testimony opposing the change were recorded during the second-reading hearing.
