Miramar commission approves second-reading amendment to FY2025 budget, reallocates $115,000 to regional park aquatic renovation

The Miramar City Commission on March 4 approved the second reading of the first fiscal year 2025 budget amendment (Ordinance 18-40), reallocating project balances and approving several fund transfers and appropriations.
Interim Assistant Director Yana Van Capote of the Management and Budget Department presented the amendment, saying the city would transfer a combined $115,000 — including a remaining $5,000 from a fire-rescue vehicle purchase and $110,000 from a capital outlay line — into the Miramar Regional Park Aquatic Complex renovation project. She also described additional fund moves and appropriations across several capital improvement program (CIP) loan funds and departmental projects. "This is the second reading for the first fiscal 25 budget amendment, and the city manager is asking for approval to amend the budget," Van Capote said during the presentation.
The amendment included: a $115,000 transfer in from the General Fund for the Miramar Regional Park Aquatic Complex renovation; a $235,000 appropriation from the Risk Management fund balance for a Human Resources renovation project; remaining balances moved from older CIP projects (including amounts described as $7,000 and $7,600 from prior CIP loan funds) into the aquatics complex renovation; and smaller reallocations (for example, moving a $15,000 balance from a parks restroom project to a restroom addition project). Van Capote said there were no changes to the information provided at first reading and that the amendments had no net general fund impact beyond the identified transfer.
No members of the public spoke on the item. A motion to approve was made and seconded; the clerk then recorded unanimous affirmative votes from Commissioner Winston F. Barnes, Commissioner Chambers, Commissioner Colburn and Mayor Wayne Messam. The city manager recommended approval.
Why it matters: The amendment consolidates leftover CIP balances and departmental project funds to prioritize the Miramar Regional Park Aquatic Complex renovation while authorizing a separate HR renovation and other small project adjustments. Those transfers set funding lines for construction and design work in the current fiscal year.
The commission moved on to other business after the vote.
