The Lakeville City Council on Jan. 21 approved several items by voice or roll call votes: the consent agenda (routine approvals), the Kenrick Corner second-edition preliminary plat and drainage-and-utility-easement vacation, and an ordinance amending Title 11 of the city code (zoning updates) for publication as a summary ordinance.
Consent agenda: The council approved the consent agenda by voice vote; staff described item 6(n) as an annual resolution appointing council members to outside committees and agencies. No separate roll-call tally was recorded in the meeting transcript; the mayor called for the motion and the consent agenda passed.
Kenrick Corner second edition preliminary plat and easement vacation: Councilmember Joshua Lee moved to approve a resolution approving the Kenrick Corner second-edition preliminary plat and vacation of drainage and utility easements; a second was recorded. Planning staff and the applicant described the proposal as a replat of an approximately 1.6-acre outlot in the Kenrick Corner area, zoned C-3, proposing about 9,600 square feet of new commercial space intended for two tenants and preserving existing landscape screening. The planning commission held a public hearing Jan. 9 and unanimously recommended approval. A roll-call vote on the council motion recorded the following votes: Volk — Aye; Hellyer — Aye; Walter — Aye; Lee — Aye. The motion carried.
Ordinance amending Title 11 (zoning updates): Councilmember Dan Walter moved to approve an ordinance amending Title 11 of the city code and a summary ordinance for publication. Staff described the ordinance as a package of 2024 zoning updates that include: creating a definition for "commercial recreation facilities"; adjustments to parking requirements for some uses; amended signage rules to allow additional signage for large parks such as Grand Prairie Park; a change to the mixed-use corridor minimum unit size (from 1,675 square feet down to 1,100) to align zoning with the comprehensive plan; clarified conditional allowances in the I-1 district for major auto repair with limited screened outdoor storage (up to 20% of lot area or 10,000 sq ft, whichever is less); and allowing a small sleeping quarter at a maintenance facility under I-3 administrative uses. The planning commission held a public hearing on Jan. 9 and unanimously recommended approval. A roll-call vote recorded Walter — Aye; Lee — Aye; Volk — Aye; Hellyer — Aye. The ordinance was approved for publication as a summary ordinance; staff noted a summary ordinance requires four votes.
Ending: Several items were procedural or routine; council members thanked staff and the planning commission for their work on the zoning amendments and development items.
