Acting Chair Hope Williams opened the meeting and confirmed a quorum of the three voting commissioners: Commissioner Connie Chan and Commissioner Isaac Sevier. Clerk Alyssa Somera explained public comment procedures for the hybrid meeting format and said there were no public speakers for any agenda items.
Commission staff noted the commission's previous executive officer, Jeremy Pollock, resigned late last year and moved to the city's Department of Technology. LAFCO staff proposed appointing the commission's policy analyst as an interim replacement while the commission begins a search for a permanent executive officer. Legal counsel Inder Khalsa praised Pollock's service and said he supported appointing the policy analyst as acting officer, saying, “it's really good to see that he remained in city government,” and expressing support for the interim appointment.
Commissioner Chan made the motion to appoint Khaled Samura as acting executive officer; Commissioner Sevier seconded. Clerk Somera called the roll: Chan — aye; Sevier — aye; Williams — aye. The clerk announced there were three ayes and the motion carried.
On the Midtown Park Apartments final study, staff reported they had just received a response letter from the Mayor's Office of Housing and Community Development and asked that the commission defer formal consideration to allow commissioners and consultants time to review the letter. Executive Officer (acting) Samura said the mayor's office "is interested in maintaining the community guidelines for Midtown" but does not have the funding necessary to implement the study's recommendations and that the consultants will present cost estimates and a draft response at the next meeting. The commission voted to continue the item to the call of the chair, with a likely presentation on March 21.
The commission approved minutes from its Nov. 15, 2024, meeting by unanimous roll-call vote (motion by Commissioner Chan, seconded by Commissioner Sevier). There were no public comments on any agenda item, and the meeting adjourned after completing the scheduled business.
