The Town of Cutler Bay Town Council unanimously approved final plats and site plans for two residential developments and passed the consent agenda during its March 19, 2025 meeting.
The approvals covered two separate applications to create new single‑family lots and accompanying site plans. The council granted final plat and site plan approval to Cougar Holdings for a four‑lot subdivision at 8495 Southwest 200th Street, and separately approved a 14‑lot subdivision and site plan by D.R. Horton for property generally bounded by Bahama Drive, Bluewater Road and Second Court. Both applications were considered consistent with the town’s land development regulations and comprehensive plan, staff said.
Council members cast roll‑call votes on each item. For the Cougar Holdings plats and site plan (agenda items 6a and 6b), Council Member Ramirez moved and Council Member Lord seconded; Council Members Lord, Duncan and Ramirez, Vice Mayor Callahan and Mayor Tim Mirabont voted yes. For the D.R. Horton Nanny Estates plat and site plan (items 6c and 6d), motions were made and seconded and the council likewise voted unanimously to approve.
The council also approved the consent agenda without discussion. No items on the consent agenda were pulled for separate debate. The meeting packet shows staff recommended approval on the land use, zoning and technical compliance for the two site plan and plat applications; applicants represented that all lots met minimum lot size and other code requirements.
The approvals do not include building permits or final construction approvals, which will follow the town’s regular permitting process. Planning staff confirmed notices were published and mailed to neighboring property owners in advance of the hearings.
The council’s procedural votes closed a portion of the evening’s land‑use docket, leaving other agenda items for discussion.
