Commission approves purchase of Fillmore Road right-of-way, easement from R and L Carriers

The St. Joseph County Redevelopment Commission on Feb. 18 approved Resolution 2025-02 to purchase additional right-of-way on Fillmore Road and an expanded easement on Larison to allow roadway widening and sewer extensions serving the IEC area.
County staff said R and L Carriers, a cross-dock trucking facility that has operated in the area for about 15 years, agreed to the sale to accommodate the road-widening and utility work. Staff presented the resolution as authorizing the county to purchase the Fillmore Road take for $45,500 and an easement for $4,500. "The price for the right of way purchase on Fillmore is 45,500. The purchase of the easement is 4,500," staff said. Staff also noted appraisals had previously placed combined value near $35,000 and that counteroffers brought the total closer to $50,000.
Staff explained the Fillmore acquisition is needed to move the roadway approximately six feet north, convert the segment in front of the facility to a three-lane section with a center-turn lane, and add drainage and curb improvements for R and L Carriers' sites. The Larison easement will allow sewer to be extended south from a new lift station to serve businesses south of State Road 2.
Commissioners voted in favor of the resolution during roll call.
The approval authorizes county staff to finalize the conveyance documents and sign the transfer; staff said the purchase and easement will allow the road and utility projects to proceed.
