One agreement extends the city’s cooperative endeavor with the Louisiana SPCA for animal support in vector control work; another extends work with Louisiana State University for research under the Gulf South Collaborative. Both measures passed with unanimous votes.
Restoration tax abatements: The council approved a resolution supporting restoration tax abatements for downtown historic and economic development districts; a technical amendment to the accompanying exhibit removed language included in error. A public commenter urged the council to publish a report on the program’s fiscal effects; councilmembers said a committee meeting and an existing state report address many of his questions and staff will share materials.
Energy and utility items: The council opened comment periods and adopted resolutions related to Entergy New Orleans’ regulatory filings and pilot programs, including an extension of a battery storage demand response pilot and streamlined reporting requirements for 2025 filings. Travelers Aid / behavioral‑health support: The council added and approved an amendment (m25‑305) authorizing the president of the council to sign an amendment to a professional services agreement with Travelers Aid Society. The amendment funds staff to provide case management services tied to behavioral‑health needs and supports people who have contact with justice systems; councilmembers asked for performance information and noted prior committee review.
Construction materials testing contract deferred: A proposed task‑order contract with ECS Southeast LLC for construction materials testing (task‑order work tied to federal resilient infrastructure grants) was added to the agenda but then deferred to the June 12 meeting at members’ request so councilors can review selection scoring and exhibits. Staff said the selection committee finished work in December and negotiated terms in February; no work has started under the contract.
Bridges and infrastructure: The council adopted a required resolution affirming compliance with National Bridge Inspection Standards and pledging parish coordination with DOTD for load postings and inspections. Council members highlighted the role of the state in owning and maintaining many bridges over navigable waterways.
Other items: The council adopted amendments to internal council rules to streamline electronic filing procedures and approved several first‑reading ordinances to be considered later. The council also recognized multiple proclamations and presentations during the meeting.
