Thurston County staff propose procurement policy updates to reflect 2024 state changes

Kim Burnett, director of Central Services, presented proposed amendments to the Thurston County procurement policy (Attachment A) and asked the board to place the resolution on the business agenda for formal adoption.
Burnett said the changes incorporate 2024 state legislation, add an apprentice-utilization requirement to align with Thurston County Code, raise procurement thresholds and add a competition section related to the statewide small works roster. She referenced two state bills and federal guidance, saying the updates respond to legislative changes and to alignment needs with county code. Commissioners requested the redline copy for review and staff agreed to provide it.
The board did not vote at the work session; staff requested placement of the amendment resolution on the upcoming business meeting agenda and said they would provide the redline and related materials to commissioners prior to action.
