Thurston County Public Works asked the board to authorize the director to execute a project prospectus and a local-agency agreement with the Washington State Department of Transportation for Phase 1 of the Chehalis Western Trail Preservation project.
Public Works said the county was awarded $1,621,000 in federal funding for design and construction for pavement improvements on the trail between two referenced avenue points and that the initial authorization would obligate $250,000 of federal funds for the design phase; that phase requires a 13.5 percent local match. Staff said the Thurston Regional Planning Council prioritized trail preservation and set aside funding that allowed the county to obtain the federal award.
Commissioners discussed public notice and how to communicate the full project scope to the public, noting design- and construction-phase obligations will come to the board as the project proceeds. No final construction authorization was requested at the work session; staff said future local-agency supplements will request construction funding when design is complete.
