Thurston County commissioners adopt code of conduct and confidentiality expectations

The Thurston County Board of County Commissioners voted unanimously to adopt final drafts of a code of conduct and a confidentiality-expectations document.

Clerk of the Board Amy Davis circulated consolidated drafts and the board directed staff to send comments to the county prosecuting attorney's office for legal review; the board reviewed the post-review drafts during the work session. Commissioners said the revisions addressed the concerns they had raised previously and moved to approve the final documents.

Commissioners discussed scope and intent during the review. Commissioner Fournier and other members noted concern about clarifying which operational decisions require formal board action versus routine county-manager operations; language in the adopted draft emphasizes that policy-setting and directive operational decisions should be made collectively by majority vote of the board.

A motion to approve the final drafts was moved and seconded; the chair called for a vote and the board approved the documents unanimously. The board asked staff to finalize printing and distribution of the adopted documents and to continue work on clarifying boundaries between policy decisions and operational implementation in future discussions.

The board characterized the action as a step to improve transparency and mutual expectations among commissioners and between the board and county staff.
