Howard County delegates debate HOCO 9-25 speed camera authority, allocation of fines to school deferred maintenance

Howard County delegates spent more than an hour discussing HOCO 9-25, a bill that would authorize speed-monitoring systems at locations identified in the county's strategic highway safety plan or state Vision Zero plan and along Route 1.

The bill, introduced by Delegate Hill, originally authorized deployment of speed cameras in high-risk areas. An amendment discussed during the meeting (proposed by Delegate Feldmark and read aloud by legislative staff) would require that, after program costs are paid, any remaining funds collected by Howard County from speed-monitoring systems be deposited into an account to fund deferred maintenance at Howard County Public Schools.

Why it matters: Delegates framed the measure as a public-safety tool intended to reduce speed-related collisions in areas with heavy pedestrian activity. At the same time, several legislators stressed that automated enforcement revenue is variable and likely to decline if the program successfully changes driver behavior.
