Staff said the Armstrongs had rehabilitated the main house carefully, including window restoration verified by the National Park Service, and the Tesla roof on the primary structure had been previously approved. The owners requested the same integrated roof on the garage to increase power output. Staff recommended approval, noting that integrated roof systems can be less visually obtrusive than racks of individual panels when installed on secondary structures and when product color and profile are compatible with the historic building.
No owner representative appeared at the meeting. Commissioners agreed that the proposed product was acceptable for the garage, and the commission approved staff's recommendation by voice vote.
The staff recommendation referenced the Secretary of the Interior's Standards and the city's historic-district guidelines that mechanical equipment and solar installations should be placed in the least visually obtrusive location, preferably away from prominent roof slopes visible from the street.
