Shawnee County approves $16 million project to widen Northwest 46th Street and add multiuse path

Shawnee County commissioners on Thursday approved a $16 million project to widen Northwest 46th Street between Northwest Fielding and Northwest Rochester roads and to add new pedestrian and bicycle facilities.
Courtney House, director of public works, told the Board of County Commissioners that plans are complete and the county will solicit construction bids with a bid letting currently scheduled for Feb. 12. Work is expected to begin in early to mid-March and continue for about two years.
House said the project will be built in four phases. The first phase will construct a roundabout at the west intersection near Green Hills Road, and the second phase will include a bridge over Half Day Creek; the county expects to close the road to through traffic during those first two phases. Phases three and four will be constructed with traffic maintained. The project will widen most of the roadway to three lanes, add a 10-foot multiuse path on the north side and a 5-foot sidewalk on the south side; a short segment near an existing deep fill west of Rochester Road will remain two lanes.
Funding will come entirely from proceeds of the countywide half-cent retailer sales tax program that covers 2017'031, House said. She told commissioners the current project budget is $16,000,000; the project was originally estimated in the sales-tax program at about $9.3 million.
Commissioners asked whether the Rochester Road roundabout would be included; House said that intersection already has been improved and the project stops at the approach to the roundabout. Commissioner Aaron Mayes asked about future plans for Rochester Road; House said an RFQ is under way and a consultant is expected on board by mid-March.
Commissioner Kevin Cook made the motion to approve the project budget and solicit bids; Commissioner Rippon seconded. The motion passed, 3-0.
County staff said the design will aim to minimize right-of-way acquisition where feasible and that the project schedule and scope are subject to change pending bids and contract negotiations. The county did not provide a construction firm or contractor at this meeting.
Work is expected to follow the county's sales-tax project protocols, with phasing and traffic control plans developed as part of contract documents prior to construction.
