Owner withdraws Copper Avenue after-the-fact application to return with canopy design

Joel Barrio, the property owner, told the City of El Paso Historic Landmark Commission that he will withdraw the certificate of appropriateness application for 3141 Copper Avenue and return with a revised design after the commission requested a canopy rendering and additional documentation.
Staff reported that work at the Manhattan Heights property had already been completed without prior approval. Historic-preservation staff recommended that "new windows matching the original windows in terms of operation, configuration, details, and finish be installed," that the work be completed promptly, and that no further permits be issued until the property is brought into compliance. The staff recommendation also asked that the owner submit documentation to substantiate replacement choices.
Joel Barrio said he had discussed plans with his contractor and that "we're gonna go ahead and put a canopy back," but that the renderings would not wrap completely so as to preserve a view to the mountain. When asked by staff to withdraw and resubmit with drawings, Barrio agreed to withdraw and provide the requested renderings to the Historic Preservation Office. Staff instructed the owner to submit a new application and drawings for placement on a future agenda; no formal vote was taken.
