Osborn Elementary District bond update: Montecito renovation moves into design; CMAR selected, GMP to follow

District staff updated the Osborn Elementary District governing board on bond-program progress, reporting movement on design, construction contracting and site work across multiple campuses.
Montecito renovations: staff said schematic design is underway after programming work by SPS+ and Don Brubaker. The district completed a CMAR (construction manager at risk) evaluation and selected Chase Building Team. Kate Gunther of Chase told the board she is slated to be the project manager and said Chase has long experience with K–12 work in the Valley and with unoccupied-campus schedules. Colleen, the district’s owner’s representative, told the board that the CMAR contract has been signed but not countersigned by the district; once the district countersigns, the CMAR will be released to prepare a GMP (guaranteed maximum price) and staff said a pre-construction kickoff meeting is scheduled for Jan. 8.
“Chase Building Team is very excited for this opportunity to partner with the school district,” Kate Gunther said. “I myself am personally really excited because of the Montessori program. … Chase has been in the Valley for over 17 years.” Colleen (owner’s representative) told the board: “The GMP … is something that you guys will all vote on at one of the governing board meetings.”
Playground and shade structures: staff said playground equipment purchase orders are cut and that installations depend on delivery schedules. For several smaller sites the contractor can install while school is in session with fenced work zones; the district noted Encanto will likely be the largest installation and will require irrigation and some demo work. Staff said a target playground-install date of Jan. 25 was discussed for some campuses but that schedules depend on deliveries.
Shade-structure proposals are in hand; district staff said those structures require city permits and that permitting could take about two months. The district plans to show final renderings to principals and to bring proposals back to the board at a later meeting.
SPED facility assessments and other site work: staff said walks and assessments for special-education program spaces are complete and that the team is evaluating long-term campus suitability and master-planning phasing. Roofing and building-renewal grant (BRG) applications have been submitted and the district is awaiting funding decisions. The district also reported ongoing life-cycle and mechanical/electrical assessments and said some emergency equipment at Montecito is currently on rental pending a funded solution.
Transportation and events: staff and board members described the district’s participation in the electric light parade and the transportation department’s role in decorating and supporting the district presence. District staff said the fleet includes three electric buses in service and six on order.
Technology and AV: staff said Marquee and lobby AV monitors will be installed starting in February and trainings for site staff are scheduled. Plumbing work to camera and line sanitary sewers was noted as an upcoming item; staff said vendors are busy but proposals and camera reports are expected.
No formal board action was taken on the bond update during the presentation. Staff committed to return with a drafted GMP for board consideration and vote once the district countersigns the CMAR agreement and Chase prepares the GMP. Staff also said final playground-install dates will be communicated once equipment arrival is confirmed.
