1 Voice proposes mixed-use ‘renaissance hub’ at Marshall Elementary; two board members to recuse

The Jackson Public School Board received an information-only presentation on a proposal from the civic-engagement nonprofit 1 Voice to repurpose the vacant Marshall Elementary School into a multiuse community hub.

District staff summarized the 1 Voice proposal as a “renaissance hub” that would integrate housing, disaster response capacity, workforce development, health care services and sustainability programming. The administration said the evaluation committee found the Marshall proposal exceeded the solicitation standards in multiple areas and that the package included an extensive business case and community services plan.

Mr. Burke told the board the proposed purchase price for the Marshall building is $441,000. A board member asked about the evaluation note indicating the project “does not meet the standard for affordable housing component” while the proposal includes housing among many uses; staff clarified that the Marshall submission is a mixed‑use project and therefore did not receive the same scoring as a proposal solely focused on affordable housing.

One board member asked for more specificity on the proposal’s environmental sustainability components, specifically references in the bid materials to solar energy. District staff said they would pass that request to the 1 Voice team so the applicants could provide more detail.

Board members also noted conflicts of interest: the administration stated that two members had conflicts on the Marshall item and would recuse and leave the boardroom for that presentation. The Marshall proposal will return to the board for possible action once outstanding legal and procedural questions are resolved; no vote occurred at this meeting.
