County council keeps library funding flat for 2025; board hears list of continuing vendor agreements

Delaware County Council approved the county budget at its Dec. 11 meeting, and the Delaware County Library Board was told county funding for library services will remain flat in 2025. County staff reported that direct monetary support to libraries — county aid — was approved at $100,000 for 2025.
At the board meeting Administrator Annie summarized council actions she said included approval to continue contracts for several countywide library services. Annie told the board that council had approved continuation of agreements for interlibrary delivery and access to news and research databases and digital lending platforms, and she listed NewsBank, EBSCO (as referenced), Interlibrary Delivery Service, OverDrive and other platform agreements as continuing into the new year. Annie said the services cover a range of public offerings — online research databases, newspaper access, the countywide events calendar, circulating Wi‑Fi hotspots, public-access computer management and the shared circulation system — with funding from both county and state sources.
Annie said county aid and state dollars for those services are normally dispersed in late summer or early fall and that trustees should expect the same level of county funding in the new year. She also noted that some of the contracts approved by council required county-level action and were addressed at council rather than at the library board meeting.
Board members asked whether the rethinking-libraries process could produce requests for additional funding. Annie said there were no specific proposals this year but that the task force conducting the system evaluation will recommend priorities; if the task force identifies needs, the library board would begin conversations with council and county staff about funding options.
