Council awards Knoll Road North construction contract; project budget set at about $11.1 million

The Poulsbo City Council on March 5 approved a construction contract with SCI Infrastructure LLC for the Knoll Road North Segment and Safe Routes to School project and added $300,000 to the water construction budget. The contract award is $8,614,706.80; with contingency, construction management and related utilities the city estimates total project costs at just over $11,100,000.
The project will build a new roadway connecting Knoll Road, Messford and Lincoln with a compact roundabout at the Knoll–Messford intersection, extend a shared-use path toward Poulsbo Elementary and provide water and sewer improvements at several locations. City Engineer Josh Raines told council the engineers’ estimate was about $11.2 million and the low bid from SCI Infrastructure came in at roughly $8.6 million; bids ranged from about $8.6 million to $10.6 million.
The construction budget draws from multiple sources: Surface Transportation Program (STP) funds of just over $4 million, Transportation Improvement Board (TIB) funds of $2.3 million, a Safe Routes to School award of $875,000, $640,000 from a REET source and a $2,500,000.50 city bond. Raines said federal and state funding for the project are obligated and that the city will be reimbursed from DOT; a recent PSRC review that briefly paused some regionwide contract approvals did not stop this project.
Council approved a motion that also authorizes the deputy mayor to execute the contract and sign change orders up to 10% of the contract value. Raines said a materials testing contract will come back to council and that staff expects a contractor pre-construction meeting soon; construction is anticipated to start in May 2025 with completion by summer 2026.
Mayor Rebecca Erickson recused herself from any matters related to Knoll Road because of the proximity of her home and handed the gavel to the deputy mayor for the item. Council also approved budget amendment 25-0104 in the amount of $300,000 to be funded from water reserves to cover higher-than-anticipated water construction costs revealed in bid schedules.
The vote was recorded by council at the meeting; members voting in favor were recorded as Newell, Nabdal, Timurah and McVeigh (as entered in the meeting record).
