Ordinances and enforcement (brief decisions)
- Illegal-dumping ordinance (Item 27): Council introduced Ordinance No. 25-2505 (repeal/replace Carson Municipal Code §4105) and adopted a resolution raising administrative citation fines; members asked staff to return with an amended fine schedule for greater deterrence. Motion carried; staff to return with recommended fine adjustments.
- Illegal speed contests / spectators (Item 30): Adopted second reading and final adoption of Ordinance No. 25-2504 adding a chapter to prohibit spectators at illegal motor-vehicle speed contests and exhibitions of speed. Motion carried unanimously.
Consent and other items

Next steps and follow-ups
- Staff was directed to return with legally permissible options to support nonprofits affected by the fireworks ban, and to present enforcement strategies aimed at illegal fireworks vendors.
