Chino police warn cargo theft remains high; department holds business awareness meeting

The Chino Police Department told the City Council on March 4 that cargo theft continues to be a significant regional crime problem and described local outreach and investigative steps to address it.
Chief Kevin Minson said cargo theft increased sharply in the region, noting an almost 200% rise in 2023 and an additional 14% increase in 2024 for the jurisdiction. The department held a cargo-theft awareness meeting on Feb. 26 with 14 businesses and 27 total attendees, Minson said, in partnership with the Chino Valley Chamber and other agencies.
Minson described protective steps and partnerships the department is using: identifying theft risks, encouraging security best practices at businesses, developing law enforcement-business partnerships and working with private-sector insurers and county partners. "This crime... it's pretty complex, and it takes some specific knowledge to be able to investigate it," he said.
Minson gave a recent local example: a theft reported the same day as the council meeting in which 22 pallets of underwear were stolen, valued at approximately $130,000. He said the shipment originally showed a tracker pinging in Colorado and detectives are following up.
The chief said cargo-theft investigations often involve forged paperwork and false identities; the department is pursuing leads and coordinating regionally. No new council action was requested at the meeting; the police department said it would continue outreach and investigation.
