At its March 4 meeting the Taft City Council approved the consent calendar items (9 through 11) in a single roll-call vote. The items were listed as routine and were enacted together without separate public comment or separate debate.
The consent calendar included: approval of the minutes from the Feb. 18 meeting; payment of bills totaling about $170,000; and the purchase of two 12-passenger vehicles for prisoner transport at the Taft Community Correctional Facility. The staff recommendation for the vehicle purchase included a delegation authorizing the city manager or designee to execute all documents related to the purchase.
Staff recommended and the council found the vehicle purchase activity to be a non-project under CEQA and cited CEQA guideline sections in the staff report. The staff report referenced the CEQA provisions during the consent discussion. The council then voted by roll call, with Kreier, Mayor Pro Tem Bryant, Waldrop, Shavira and Mayor Noor recorded as voting yes; the motion carried 5-0.
No council member requested removal of items from the consent calendar for separate action. The vehicle purchase authorization instructs the city manager's designee to complete contract documents; no contract number was stated at the meeting. The consent items were approved on a 5-0 vote and will be executed per staff recommendations.
