The Arkansas City Commission approved a resolution to transfer property at 426 South Summit Street into the Arkansas City Land Bank, a step city staff said will streamline tax-exempt holding and future conveyance for redevelopment.
Neighborhood Services staff described negotiations with the property owner and said the city decided that transferring ownership into the land bank is preferable to continued enforcement action. Staff said the city does not plan to operate the site as an income-producing facility while it holds the property and that placement in the land bank can make it easier to move the parcel into tax-exempt status while the city considers future options.
Commissioners and staff discussed the site’s condition and potential demolition if redevelopment requires it. Staff said they would analyze foundations and structural conditions when the time comes and had used an engineer in previous reviews. The commission noted the owner had been noncommittal about redevelopment in prior years; staff said taking the property into public hands will allow the city to evaluate and market the site for future uses.
A motion to authorize the transfer carried on voice vote with commissioners voting in favor. The resolution does not contain a demolition directive; staff said any demolition or redevelopment would be evaluated and require additional approvals and analysis.
