Eau Claire County board moves November budget meeting and approves three rezoning ordinances

The Eau Claire County Board of Supervisors voted March 4 to move the county’s annual November budget meeting from the first Tuesday of November to the second Tuesday and approved three separate amendments to the 2023 official zoning district boundary map for properties in the towns of Pleasant Valley and Washington.
The meeting-date change amends board rules to shift the annual budget meeting one week later to give departments and oversight committees additional time to finalize budget materials, Supervisor Russell explained during the Committee on Administration item. The board discussed a potential conflict with Veterans Day; Supervisor Leary asked whether the change could require the meeting to fall on Veterans Day. County staff and corporate counsel said they would draft language to treat federal holidays consistently and provide alternatives if the scheduled date conflicted with a federal holiday. The measure passed 25-0.
The board also approved three rezoning requests forwarded by the Planning and Development Committee. Each passed by voice vote, confirmed as 25-0.
- Pleasant Valley (file listed on the agenda as File 204-25-103): The board approved an amendment for a parcel originally shown as 98.41 acres that had been reduced by the town of Pleasant Valley to 40.39 acres. Supervisor Zook said the parcel, south of County Road Double H near County Road W, is largely wooded and not used for intensive agriculture; the requested A-2 (agricultural-residential) designation would allow one residence per 40 acres. The planning commission recommended the amended application by a 5-0 vote, and the board approved it 25-0.
- Town of Washington (File 204-25-106): A separate request to rezone 5.7 acres from A-3 agricultural to A-2 agricultural was approved. Supervisor Zook said the owner, identified on the record as Terrence Noose, seeks to separate a wooded portion of his property near Voigt Road so it could be sold or a residence built; the town of Washington endorsed the change and planning recommended approval 5-0. The board approved it 25-0.
- Town of Washington (File 204-25-107): The board approved rezoning 73.92 acres from A-1 exclusive agricultural to A-2 agricultural. Supervisor Zook said the parcel east of the Trilogy development is not prime farmland and that the A-2 designation would allow limited residential development while slowing rapid subdivision. Planning and the town both recommended approval; the board voted 25-0.
Each ordinance and rezoning item was moved and seconded on the record as reflected in the meeting minutes and confirmed by the clerk. No amendments to the ordinances were adopted during the March 4 meeting.
Ending: Following the votes, supervisors proceeded to other agenda items and routine announcements. Clerk Schneider confirmed each unanimous vote as 25-0 before the board moved on to the next committee item.
