Grand Forks County commissioners moved to invite a military adviser from the local Air Force base to the county planning and zoning process as a nonvoting, advisory position and directed county staff to prepare a proposal for the base and its legal review.
Commissioners and staff said the proposed adviser would receive meeting packets and could attend or submit comments on items that might affect the base; the adviser would not be a voting member. County staff explained the language and title are important — the county will describe the role as a "military adviser" rather than an ex officio or voting seat. The proposal will be sent to the Air Force's legal division; if approved, the Department of Defense would provide a letter recognizing the wing commander or the commander's designee as the adviser. That approval would continue across wing‑commander changes because the letter would cover successor commanders.
Commissioners argued the adviser would provide technical context on projects with potential operational impact for the base and help avoid post‑decision conflicts. The motion to have county planner Elaine Magnuson draft the proposal for submittal to the base passed unanimously.
