Debbie Nelson, representing county finance and budget staff, told commissioners the fee schedule had not been substantially updated since February 2015 and several fees predate that year. Commissioners approved higher fees for special‑use permits that are more staff intensive — examples listed in the packet included feed lots, wind farms and pipeline reviews — to better reflect mailing, review hours and other administrative costs. Nelson said applicants can appeal fees and the commission retains authority to reduce fees in individual cases.
On building inspections, staff said Commissioner Burpee had met with city staff to finalize terms. Under the new arrangement the city will charge mileage for inspections and retain the permit fee; the county had previously paid a flat monthly contract of about $3,300. Staff estimated the revised arrangement should save the county money over time but said mileage charges would apply. Commissioners approved the fee schedule updates and directed staff to review savings after one year.
The commission also discussed procedural flexibility that would allow the commission to lower fees upon appeal; no immediate fee reductions were adopted during the meeting.
