Councilmember Lopez, who spoke in favor of the item, said she visited Thrive’s community land trust and described it as a “world-class facility” that creates opportunities for small-business incubation and on‑site programming. Councilmember Hernandez said the item will help bring community‑based economic activity to underused lots and thanked staff for working with the organization.
City staff confirmed four emailed comments had been received and distributed to the council, and no public speakers appeared at the hearing. The council voted 6–0 to approve the report; Councilmember Fan recused from the vote because his employer represents clients in related matters.
Councilmembers asked staff to continue supporting Thrive where appropriate and to consider similar community land trust approaches on other city parcels arising from projects such as the Bristol Street improvements.
