Council approves minutes and awards contracts for security and El Toro Road construction administration

Lake Forest ' The City Council on March 4 approved routine consent items and awarded two contracts: an agreement for unarmed security guard services and a contract for administration and construction inspection services for El Toro Road projects. The council approved the remaining consent calendar items, including minutes from the Feb. 18 regular meeting, by unanimous vote.
During public comment and before the vote several residents raised concerns about the security contract and the El Toro Road construction award. Resident Andrew O'Connor questioned the scope and oversight of the proposed unarmed security services, calling the scope "vague" and asking who the city's dedicated account manager would be and how coordination with police would work. O'Connor said the contract amount appeared to be "almost $213,000" and asked how many guards would be dedicated to patrol shifts and whether guards would be consistent night-to-night.
On the El Toro Road contract, O'Connor asked why FCG was selected despite a bid that was higher by $150,271 than a competitor; he also asked what would happen if a proposed project manager who formerly worked for the city of Irvine declined to join the contractor. The questions were raised during public comment; staff responses and the contract award were not detailed on the record beyond the motion and vote.
The council moved and seconded approval of items 2 (minutes), 5 (security services) and 6 (El Toro Road contract administration and inspection) and the motions passed unanimously. Item 4, relating to partner charter support for the Irvine-Laguna Wildlife Corridor, had earlier been pulled for discussion and was continued to a later date.
Councilmembers directed staff to follow up on public comments where appropriate and to provide additional details as requested by residents. The consent-vote motion carried without recorded votes in the transcript beyond the roll call announcement of a unanimous result.
