City manager: Goleta meetings now on YouTube with captions; speed-limit sign adjustments underway

The city clerk had tested the feature since October, staff said, and the channel adds another access path for residents who prefer online viewing or need captions.
The City Manager also updated council on the speed-limit sign replacement effort that followed a council action in October 2024 to lower speed limits on several streets. Staff said the city’s traffic engineer used revised speed-survey rules under state law to set new limits and that temporary attention flags have been placed on updated signs to alert drivers. The manager acknowledged errors on some signs where limits were inadvertently increased and said Public Works will correct those by the end of the week.
Councilmembers shared observations: Reyes Martin noted that some modern cars with speed-limit recognition were already showing the updated limits; others asked staff to ensure that outreach reaches renters and non‑local property owners.
